Well, this had to come sooner or later.

Apparently thanks to some new scans, we've learned that Fifteen does use the Legend Rider Arms, just in a different way.

By using the Heisei Rider LockSeed, Fifteen can turn into ANY of the Heisei Legend Rider Arms, including Wizard, Fourze, Decade, & Gaim.

What I think works is that he would take the LockSeed and it would say the Rider Arms Fifteen would want at that time. Then he'd take the Lockseed off and activate it again to use a different Rider Arms.

That is kinda neato and I can't wait to see his powers in action.
